Вплив реконфігурації близькосхідної підсистеми на міжнародні відносини (безпековий аспект)

Анотація
Узагальнено головні характеристики часової та просторової динаміки близькосхідної регіональної підсистеми, основні напрями та тенденції її розвитку. Визначено особливості коеволюції глобальних та близькосхідних регіональних трендів. Використання системного підходу дало авторам змогу довести, що еволюція міжнародної системи після завершення біполярного протистояння вивільнила системоутворювальний потенціал регіонального рівня міжнародних відносин, який зміцнюється як самостійний, самодостатній в усіх процесах, пов’язаних із глобальною сегментацією та розвитком регіональної взаємодії.
Аргументовано, що системні характеристики близькосхідної регіональної системи справляють вплив на систему глобальну, де відбувається трискладова трансформація: Вестфальської державоцентричної світополітичної моделі, сучасної міжнародної системи і політичних систем окремих країн світу. Процеси, що відбуваються на регіональному рівні, впливають на формування структури майбутнього світоустрою, контурів нового світового порядку. Ісламська альтернативна дуальна модель світового порядку, яка заперечує Вестфальський державоцентричний світовий порядок, передбачає власні принципи його побудови.
На Близькому Сході відбувається ревізія базових засад Вестфальської державоцентричної моделі світу, ставиться під сумнів територіальне врегулювання Близького Сходу, встановлене після Першої світової війни. Виявами детериторизації стають “розмивання” державного суверенітету, перегляд кордонів, розпад державності. Вияви транснаціоналізації – “війни нового покоління” і формування квазідержавних утворень. Демократизації Близького Сходу властиві радше деструктивні характеристики та наслідки. Арабська весна призвела до послаблення традиційних центрів сили, до появи двохосьової структури регіональної системи – сунітської “дуги поміркованості” та ірано-шиїтської осі. Особливого значення набуває внутрішньоісламський геополітичний та ідеологічний конфлікт, який з регіонального переходить на глобальний рівень. Старий порядок у регіоні зникає, а стадія переходу до нового ще триває та характеризується невизначеністю, посиленням ролі політичного ісламу та новою геополітичною роллю ісламського фундаменталізму, необмеженим транзитом ідей ісламізму, постійними внутрішньодержавними, міждержавними та транснаціональними конфліктами, посиленням загрози з боку недержавних акторів. Прогнозується подальше зростання нестабільності, можливі переділ наявних міждержавних кордонів та поява квазідержав, які спираються на етнічні та етноконфесійні сили і підтримуються впливовими геополітичними центрами сили.
