Анотація

Після здобуття Індією незалежності в 1947 році Індійський національний конгрес (ІНК) став основною політичною силою країни. Визначальними є також участь конгресу у формуванні партійної системи Індії та вплив на її інституалізацію. ІНК від перших парламентських виборів (ще в часи британського колоніального правління) і навіть у перші десятиліття після здобуття незалежності був фактично окремою партійною системою. Саме тому в індійській політологічній літературі її прийнято називати “системою конгресу”. Однак як напередодні проголошення незалежності, так і після, зокрема після перших вільних парламентських виборів, з ІНК почали виокремлюватися політичні партії, що формували першу опозицію. Деякі з цих партій було засновано значно раніше, але в час визвольної боротьби вони погодилися об’єднати свої сили під крилом конгресу. Таке відокремлення різних внутрішніх політичних груп та партій характеризує процес перетворення ІНК з національно-визвольного руху в політичну партію. Окрім того, у цей період реформується внутрішня структура організації, випробовуються різні типи членства, аби заохочувати якомога більше громадян до активної участі.

Ця стаття має на меті охарактеризувати процес фрагментації індійської партійної системи в перші чотири десятиліття після здобуття Індією незалежності (1947–1989 рр.). Дослідження бере до уваги формування ІНК як масового руху та згодом партії, розглядає проблематику членства в організації та пізніше політичній партії, зокрема проблему фіктивного членства, яка залишалася актуальною упродовж усього періоду дослідження. Значний акцент у статті зроблено саме на тих політичних гравцях, що виокремилися з лона материнської партії, хоча досвід формування партій, що не мали безпосереднього зв’язку з ІНК, не залишається поза увагою. Окрім того, у статті висунуто гіпотезу, що саме завдяки відкритості першої партійної системи Індії, сформованої довкола ІНК, у країні вдалося вибудувати демократичну культуру зміни влади і в такий спосіб вплинути на інституалізацію партійної системи країни.
